First, you need some two Candy Streamers, a Candy Wall Lamp, and a Sturdy Table, then a Candy Shop Register and around two Candy Shop Tables, a Candy Flower Patch, a Waffle Cone Display and a Candy Making Machine.
You can get all of these things from Bitter Sweets except the Sturdy Table and the Waffle Cone Display. You can also use Candy Shop Chairs to add to the tables.
